Clear cache first, go to settings, apps, PlayStore and clear the cache. If it doesn't work, then you need to clear cache on Google Play Services, and you need to clear data on PlayStore.

Not all tablets have GPS built in. If yours does you should find it under settings> location. Or some allow you to swipe from the top of the screen and access common settings.
When you connect to Wifi and if it shows "obtaining IP address" means it is searching for the IP address of the wifi sender...
when you connect to internet it is done through IP address so your phone is tying to locate an IP address with which it can connect
to the internet. Below are the steps to connect your device to Wifi:
Applications-->settings-->turn Wifi ON-->select the wifi that you want to connect from the list displayed-->enter the network password(if it asks for) -->connected Another easy way...just open the chrome app in your phone and try typing in some website like google.com when it tries to connect a pop up will appear "try connecting to WiFi ..mobile data will incur charges.." something of that sort...and you can click connect to wifi...and automatically it will detect the wifi that is around your location. You can check for your IP address through Ip-details.com
Make sure device is fully charged. Try connecting to an open wifi access point (without password) to eliminate possibility of using the wrong password for a secure connection.
