Most good Lawn mower suppliers can get you a new blade. You can also usually get them online. Have you tried contacting Ryobi directly to see if they can send you a replacement. What is wrong with the blade? A lot of mower blades can be re-sharpened to reduce the need to buy a replacement every time it goes blunt.
The new blade is likely coincidental, reinstall old blade and likely it will exhibit same hard to start. More likely its in need of service and my experience with these is they are difficult, even for the "professional".
You could try setting the idle speed a little higher and increase low speed mix (ccw) and see if that helps. If you don't use a fuel antioxidant, you should... always.

If the blade set is bolted together, then a local repair shop should be able to sharpen them. Look for a shop that works on Echo or Stihl hedgers, as they can be sharpened. If the blade set is riveted together, then it must be replaced as a unit. You did not list the model or item number for your hedger, but try www.ereplacementparts.com or www.ordertree.com . Both sites will allow you to type in your model or item number to look up all the available parts.

no . The blades are sharpened by grinding away the base of the wear until the edges between the teeth are sharp. It also necessary for the tension between the cutting blades is correct other wise the cutting teeth ride up over the hair and will not cut. Have a person who does sharpening of knives ,scissors and blades sharpen the clippers for you as the machine will get it right.
After removing the blade bolt and the outer flange you will need to fully retract the lower guard (remove battery) and sometimes wiggle the blade but it will come out.
