Is the rechargeable battery pack still good? If it's more than 2 years old, get a new battery pack. Try using a wall socket adapter for your Kindle first and you'll know for certain.
Not all computer USB ports put out enough current to charge batteries. Try another port on the computer, if there is one. If you're going through a USB hub, remove it and connect the Kindle directly to the computer. If you have access to an AC-USB charger (one that plugs into a wall outlet instead of a computer), try using that.
