Yes, the Bold 9700 will use wi-fi in preference to the mobile network whenever both are available. I had one for a month, it was my primary means of internet access and I didn't get charged a penny for any data usage. I used it on both my home wireless network and in many public hotspots.

That's just the way it functions.
If you really want to save battery on your phone, disable wireless, bluetooth and 4G connections you may have, dim the screen to it's lowest setting and change the display timeout to a very low time.
