I don't know where you live. Try Jaycar Electronics or a Dick Smith or similar type electronics store. Some Retailers sell generic universal TV remotes as well.
If you are able to turn the closed captioning off with the original TV remote, then I suggest doing it that way. If you want that functionality on your Harmony One, you can use the original remote to teach the Harmony the closed captioning command. To learn commands, do the following:
1. Log in to the Harmony software.
2. On the "Devices" tab, click "Learn IR" next to the icon for your TV.
3. At the bottom of the screen where it says "MyNewCommand," enter the name that you want the command to have, and click "Learn."
4. Follow the on-screen instructions to learn the button.
5. Update your remote.

I understand that you need the commands for your proscan TV. I'll certainly try and help you out! I dont really know what you mean by needing the codes. I am going to assume that the Harmony remote is not controlling your TV at all. If that is the case, you can learn all of the commands from the original TV remote. in RAW mode. If you dont have the original remote for your TV, you can always call Logitech's wonderful support team. They have the ability to add commands that other users have learned into your accout.
Hi. You will have to confir the commands to ensure that the Harmony is on the same remote address as the device.
1. In the software, click 'Settings' next to the icon for your dish device.
2. Select 'Confirm infrared commands' and click NEXT
3. Follow the screens!
You received a list of ALL Codes with your universal.
I got this off the internet. But I do not know what type of universal you bought. You didn't mention it.

Besides the many features Osiris MX-350 provides as a universal remote control, it is also a learning remote.
If pushing the button doesn't have the expected result, e.g. pushing the GUIDE button on the remote doesn't bring up the channel guide, you can teach the Osiris with the original remote.
Instructions on teaching your remote a new command is included in the instruction manual.
Since I couldn't find a code for my Sony blu-ray player, I just taught the Osiris all the commands from my original remote in about 10 minutes.
You should be able to buy a universal remote that will control most devices. Follow the instructions to program the universal remote and it will act just like the original remote.
