Hello jmackfreebal,
If the PC did not come with the Vista install disc or Recovery disc's, more than likely you can contact eMachine Customer Support about purchasing the Recovery Discs. Or maybe ask the store where you bought it if they can help. The worst case scenario is that you have to buy your own personnal copy of Vista. I know that all of this sounds bad, but without the discs there really isn't much that can be done.

Trying to install a linksys wireless B ethernet card. When I installed the wireless network adapter it tells me I need to download a internet controller. Where can I find the internet controller download...

It's not a internet controller, it's the driver.
It's not the driver for an emachine w3653 (which is the pc) it's the driver of the Linksys wireless card. Go here
http://homesupport.cisco.com/en-us/wireless/linksys
go to the page of your card and from there get the Vista driver.

How can i perform a factory restore on my emachine w3619 without my start up disk..my computer will not load my sims 3 game and it used to be able to i tried everything (including system restore) to fix it

ask emachines for duplicate dvds of your startup disks.
your os is Genuine Windows Vista® Home Basic
any copy of that would work, but you wouldn't have the cyberlink or other software

before doing that
you may first try checking for viruses or startup programs
and then reinstalling any game software

maybe your sims is broken. verify that it works on another machine

Hi! Normally the emachine came with an eRecovery Disk that you can use to restore the PC back to factory settings. To do that follow this steps:
  1. Press F2 to enter BIOS Setup during Power-On Self-Test (POST while the eMachines logo is being displayed).
  2. Using the keyboard arrow keys, arrow over to Boot.
  3. Refer to on screen instructions to set the first device to CDROM.
  4. Press the CD-ROM drive eject button and insert the System CD.
  5. Close the CD-ROM tray.
  6. Press "F10", then press "Enter" to save the changes and reboot the system.
  7. The computer will boot from the eMachines Recovery Media, follow the prompts to reinstall the operating system.
