If you are transferring an app from a generation one Ipad, the versions may be different on a newer iPad with a higher iOS version. You may have to go in manually in the apple AppStore and reset them manually. They are probably in your ICloud. Now, in telling you this I had a little problem with my newer iPad gen 4 when I did this. I don't know why but somehow the gen one apps, didn't set well with my gen 4. I just deleted them and changed them to the newer version.
Make sure you are signed in to your iTunes account on your computer AND also on your iPad. Plug in your old iPad. When it shows in your iTunes window, click BACKUP and wait. Follow all prompts to ensure that purchases made on your old iPad are transferred to your computer.
Properly EJECT your old iPad. Plug in your new iPad Air. When it appears in iTunes, click RESTORE and the info from your old iPad should transfer to your new iPad.
You may have to work with the new iPad for a few weeks to test every app on it. Once you are happy with the transfer, plug in your old iPad and reset it completely. You may now decide what to do with your old iPad.
The apple store is great help in this area. Apple is a little complicated. Their Tech's are very helpful.
