On bake temp display starts out on 350 deg. when you press up or down on temp it just goes down in temp. will not go above 350 deg?

Do you have a Whirlpool Oven?
If the Whirlpool oven bakes great at 350 degrees, then the problem your having is with the membrane circuitry = The touchpad/keypad on your oven is faulty. The buttons itself is bad.

Sounds like a bad oven control board which is the control you are trying to set.
