The automatic cutoff on my Juki TL-98Q has recently stopped working. Thread comes out of the needle every time! Does it need to be serviced or is it something I can fix myself?
Even if I leave a long tail, am finding that I need to rethread the needle after each seam

Has a piece of broken needle or chunk of thread jammed into the blades and are not letting them move? If there was a big time thread jam it can actually break one of your blades and you will have to go to a repair man and have the blade replaced.
Yes, I think you just go to the website. Although I have one but it does not help much with thread and needle breakage except that the hook and loop probably need to be adjusted by a pro.
Be sure you have installed a brand new needle. If it still does not pick up the bobbin thread, the machine may be out of time.
If the presser foot does not set firmly on the fabric, then that is what you want for free motion quilting. However, if you mean the presser foot is sloppy (wobbly), then the attachment may be loose or the presser foot is worn.
It can be many things but first make sure the needle is in correctly, follow the manual to be sure, if it still does not pick up the bobbin thread you may want to bring it to a repairman to see if it is out of timing.
My friend and I both have the Juki 98Q but on different frames - we were both having problems (needles breaking, thread getting tangled) we removed the thin metal thing inside the bobbin case and have had no problems since (over a year now!).
