Please first of all, clarify that what type of network you using.. is it public or home, what web browser you are using? If you do not have time for it for now you can use TOR browser. I am sure it will fix your problem. You can download it from here

Windows cannot load the device driver for this hardware. The driver may be corrupted or missing. (Code 39)

Try downloading and installing the device driver from the Dell WEB site.
You can download the device drivers from Dell WEB site, the support download page. Make sure you select your model desktop or laptop, better still, type in the Service Tag number, it is printed on the label on the bottom of the laptop and on the back or sides of a desktop. (If the Service Tag label is missing then go into the BIOS setting and on one of the BIOS pages, the Service Tag number will be displayed). This will open the page where the specific drivers for your model computer are located. Also make sure you select the Windows of the drivers for your Windows operating system. Click on this link to download the drivers: - http://support.dell.com/support/downloads/index.aspx?c=us&l=en&s=gen

It keeps saying internet explorer cannot display web page but only on certain things i click on

I think that the right question to ask would be what things make it display the error page? This issue has occurred on browsers like firefox and internet explorer in the past when people visit sites that login options on the front page.
