Call Barring - Enables you to restrict or bar certain or all types of calls to and from your mobile phone, i.e. outgoing calls, outgoing international calls, incoming calls. Barring is activated with a personal code.

PIN code is for simcard security the default is 12345...But if what you say is Locked code ,its the security of phone the default is 12345 ...about Barring code ,here is some tips...

i have nokia 5130 need barring password for international call

The only solution to your problem that comes to my mind is to get your firmware upgraded from Nokia Care. And in future remember the password, or atleast write it down some safe place.

Nokia 1200 and any phones in Nokia does not need software for barring of incoming calls.
The solution is,it is inside our phone.
1.Just go to menu > settings > security settings > call barring service.
2.There we can see the list of options for barring of incoming calls,international calls and for outgoing calls also.
Some Tricks in Nokia phones: Speed Dialing From Simcard contact (not stored in mobile phonebook)
Type number followed by # then call.
Example: 12# or 223# or 121#
