You can use paint removers which are available with any paint shop, Normally THINNER or even turpentine will be good , try also with kerosene which is mild and will not remove too much of the inner coat.
Replace the bulb. If that doesn't work, the "Membrane switch" under the plastic film control panel is damaged. There is no good way to fix them. Contact hotpoint to see if they still have replacement panels available for this model. If not, either live without the light or replace the whole microwave.

You have a faulty display module due to one or more components leaking. Some models have a seperate display module that can replaced without the complete board having to be replaced. If not, the board needs to be replaced. You need to ask your spares suppliers that have info. on that model.

but your subject line got cut off. I'll assume you're talking about the distance from the cooktop to the top of the microwave (bottom of the cabinet to which it's mounted).
"Make sure the bottom edge of the cabinet that will be above the microwave oven is at least 66"from the floor and 30" from the cooking surface."
So it's measured from the cooktop to the top of the microwave, not the bottom edge.
And I always recommend that you use the vent fan whenever you're cooking on the stove top to keep heat, steam, and
grease out of the controls and door panels.
