I want to use this P/S for a project and I can't turn it on outside of the PC. It isn't a ATX standard.

Pin Name Color
Description 1 3.3V Orange +3.3 VDC 2 3.3V Orange +3.3 VDC 3 COM Black Ground 4 5V Red +5 VDC 5 COM Black Ground 6 5V Red +5 VDC 7 COM Black Ground 8 PWR_OK Gray Power Ok is a status signal generated by the power supply to notify the computer that the DC operating voltages are within the ranges required for proper computer operation (+5 VDC when power is Ok) 9 5VSB Purple +5 VDC Standby Voltage (max 10mA, max 2A in ATX 2.2 spec) 10 12V Yellow +12 VDC 11 12V Yellow +12 VDC 12 3.3V Orange +3.3 VDC 13 3.3V Orange +3.3 VDC. ATX V2.3 / EPS12V V2.92 both define that the PSU has to use remote sensing to compensate cable drops on the 3.3V line. Because of this there is an additional brown cable crimped together with the orange cable either to pin 13 (ATX) or pin 1 (EPS12V). 14 -12V Blue -12 VDC 15 COM Black Ground 16 /PS_ON Green Power Supply On (active low). Short this pin to GND to switch power supply ON, disconnect from GND to switch OFF. 17 COM Black Ground 18 COM Black Ground 19 COM Black Ground 20 -5V White -5 VDC (this is optional on newer ATX-2 supplies, it is for use with older AT class expansion cards and can be omitted on newer units) 21 +5V Red +5 VDC 22 +5V Red +5 VDC 23 +5V Red +5 VDC 24 COM Black Ground /PSON activated by pressing and releasing the power button while the power supply is in standby mode. Activating /PSON connects the power supply's /PSON input to ground, thereby switching the power supply to full-on condition.

Power supply damaged, Can I replace it with any other model power supply?

A standard ATX PS won't fit in your low profile case. The plug types can be different too. Usually there's a schematic with a PS that describes the wire color of each voltage. So you could conceivably shove the pins out of one PS plugs and insert them into the different plug, or solder the wires to the correct pins, and leave the PS outside of the case.

Compaq 1930nx no power

May be the PSU. This PC has a few miles on it ,right? I had a HP/Compaq SR1120nx when the PSU when out it would try to start and immediately shut down. Over and over. A PSU is not that expensive. Be sure to get the same type ATX connectors. Verify it is a ATX. Mine was 400w for under $50.00. I uped the power from 250w to 400w, I had added Graphic card, sound card, wi-fi card.

Green light flashing on compaq presario - computer will not turn on

You may have a 12V ATX line (6 wires) that needs to be connected to the mobo in addition to the main power (about 20 wires). Make sure they are both connected - try again.
Remove 1 stick of memory - try again.
Swap the stick you removed with the other stick and try again.
Unplug the power switch wires from the header on the mobo - try again - make sure you write down where each wire goes. Try again.
Swap the power supply with another ATX to see if it is the power supply (PS fail more than mobos due to dust buildup).

Chances are that 250w power supply is not going to power a motherboard with a 24 pin connector, but you can try.
You will need to purchase a 20 to 24 pin adapter cable.
