There must be some kind of virus in your mobile and need to reinstall the software of the mobile which you can get from local mobile repair show or you can also contact HTC for it as there is no other way

The best thing to try is to do a factory reset on the phone to get it back to factory status. I've had to do this on my Android phone a few times. make sure to back up your data first. After you do this, see if you can access your accounts on Google before installing anything else.
