First thing to check is if when pushing pedal it moves gears located on the rear Kirby transmission axle (you will have to take cover shell off to see that)
If that works fine then primary belt may be broken. If it is then just replace entire set to make sure that belt type matches gears and the set is not that expensive

If you mean that you can't turn the shaft by hand then you probably have removed motor to replace the fan. When installing it back you should have tightened screws on the bottom of the unit first and then ones that are inside (with large washers). If this is not the case then we would need more info on what exactly you mean by "not turning easily".
