ThMy Dell inspiron b120 couldn't shut down?

Stuck process. Use Ctrl-Alt-Del to see what is not responding, kill the process.

Try disabling startup programs. Go to Start > Run (search in Win 7) and type MSConfig. In Startup tab, uncheck anything that you don't want Windows to load automatically. It will make Windows boot faster and use less resources while running. This just disables them in startup. Programs will still load, but when only you initiate.

How To Tip #1: Disabling your Startup Items

Is your computer reacting slowly when it starts up and shuts down? The cause of this is likely due to the fact that many people have an enormous amount of programs that launch when Windows starts up. Hence when you boot into the Operating System, Windows wants to load each program while you just want to do something else.

The same goes when trying to shut down your computer. Windows needs to close all open programs and services in order to shut down. The less you have running, the quicker it is to start up and shut down. Additionally, you may also notice a sharp increase in your computer's performance since it won't be using as much of the computer's resources with all those background processes running.

If you have a ton of programs that are loading during startup, it's very easy to disable these. This won't uninstall that program, it just won't start at the same time as Windows. It will still be on your hard drive and ready to work when you want to open it.

To stop these programs from starting up with Windows, simply click on Start, type in MSCONFIG, then hit Enter. Remove the check mark next to Load Startup Items and then reboot. That's all there is to it.

When powering from full shut-down, takes about 30

1. Goto Start >> Run.

2. Type "msconfig" in the text box, and press Enter.

3. A 'System Configuration' window will open.

4. Click on 'Startup' tab.

5. Disable all Startup items in the list.

6. Apply settings and click on OK.

* This trick will disable all the startup programs / applications from loading during booting time. This will not affect the normal functioning of your system and you can start any of these programs by going to the Start >> Programs.

Unable to restart / shut down

You may need to scan it to clean all the rubbish out.
Not virus infections but other stuff you get when on the net.
AdAware from Lavasoft, and Spybot Search and Destroy will get rid of loads if it's never been done.
Also try a registry cleaner. Reg Mechanic from PC Tools is excellent for repairing a corrupt registry.
When you have done that check for programs which startup when you switch on.
You can see exactly what starts by typing msconfig in the Run box on the start menu and pressing enter. Then click the Startup tab at the top. You can disable things you don't want to start by unticking them.
When you have finished click Apply and restart the computer.
When it starts up a box will pop up in the middle of the screen just to tell you that you have changed things. Tick the little white box on the left of the popup and click OK, then it won't popup again.

MSI K8TNeo2-F v2.0

This is not too uncommon scorcher63.
From what you stated, when windows does start it only goes so far & than re-starts it's self, like loading in a loop. Than at times it loads the start up options.
For reasons unknown, your windows (startup files) are corrupted. Easyest way to fix this is. Put you windows CD in the cdrom, shut down the system. Start the PC & press the F8 key every 2 seconds. A boot menue will load. Use the up & down arror keys & choose the cdrom drive. You will see (to boot from cd press any key), press the space bar. The cdrom will startup. Windows will start to load. You want to repair windows. This option will re-install windows but will leave most of your personal data alone. Like My Documents your username. Some programs "may" need to be re-installed. After installation is complete remove the windows cd & shut off the PC. Start the Pc, windows should load. Run Windows Update. If you have a antivirus program please do a full system scan. Run windows Defrag program.
scorcher63, if you have more question just post them here.
