Not enough resources may be due to low or out of space but much more likely it's out of available memory resources. Unfortunately too many phone stores call storage memory and forget about real memory which is much more important to operating your phones apps. Too many apps today never close entirely and leave pieces of code running to make them appear to start faster! All brands differ but if you have a way to show what apps are currently running like main button to switch apps, sometimes they let you close open apps. Simplest although often very temporary is to power down and back up, or even a restart or reboot. That will clear what's open. It will also force each of those apps that run something at startup to reopen again. If after a reboot you're out of resources immediately, you'll have to give up a few and uninstall them.
The phones with the most memory today are the Samsung Galaxy Note 9 with 6 GB and different storage amounts from 128 GB to 512 GB or half a terabyte! The old Motorola Droid Turbo 2 DID have the most memory available of 4 GB but now even iPhones are coming up with 4 GB of memory and 64 GB of space. If all else fails try the cell store you got it from and see a tech. If they call storage memory give them the stare and say, really? Don't you mean storage space? I'm having resource issues with memory not Space. Don't day that if you really are out of storage space or you'll look like you should have stayed after class for not doing your homework! Some phones have resource clearing menus under Device Maintenance. That'll help clean Space and clear running applications from memory, for a minute or two until you fix it or get a new phone with more memory and storage.

May be there are some open applications in the background.Close it all if unnecessary, and try opening the desired application. Free up phone memory by moving data to a memory card.
this might be a connection problem generated by Internet Explorer.
Please follow these steps: 1) open Internet Explorer 2) open the menu Tools 3) change to tab Connections 4) click the button LAN settings 5) uncheck all checkboxes 6) leave the window by clicking OK 7) close Internet Explorer
Please restart iTunes and try again to open the store.
You can do either of two things:
In Internet Explorer, choose [Internet Options] under the [Tools] menu selection.
[Advanded] tab
scroll down to the "Security' section
UN-check the "Warn about invalid site certificates"
[OK] [OK] [OK]
close and restart Internet Explorer.
#2:
If not satisfied with iE8, you can un-install it and the previous version that you had will re-install itself (and keep all your favorites, etc. intact).
[Start] [Control Panel]
[Add/Remove Programs]
Scroll most of the way down to [Windows Internet Explorer 8]
[Remove]
Okay. The normal causes of insufficient resources in a Win16 app are the limitations on USER and GDI resources. This applies all the way from Windows 3.0 through WinME and the Win16 subsystem running under WinNT4.0 through Vista still are affected by these design constraints regardless of the actual amount of RAM installed in the computer.
But you can try this: Right-click on the executable for the application and select Properties. Click on the Compatibility tab. Check the boxes for 'Run in 256 colors' and 'Run in 640 x 480 screen resolution.' Try running the application again. If you still get the error, go back to the Compatibility tab and check the box 'Run this program in compatibility mode for:' and select the Windows 98/Windows ME in the drop-down list. Try the program again. If that doesn't work, go back to the Compatibility tab again and select 'Windows 95' in the drop-down list and try running the application again. Hopefully, it will run without errors in one of these configurations.
