You can hard reboot your iPad by holding the power button down then also pressing the home button. Hold both util your device switches on or off then let go. Then it will reboot your device.

The touch pad might be faulty. Try to reboot the laptop after cleaning touch pad with a clean damp cloth. If nothing happens then the sensors under the touch pad could be faulty.

Try disabling the touch pad and use an external usb mouse.
Sometimes removeing and reinstalling the touch pad drivers resolves the problem.
Remove any devices from your USB ports and reboot. Check your device manager for errors and flaggs
either your mouse pad is broken or someone or some program has shut off the driver for your touch pad. I would reinstall the drivers and reboot. if that doesnt fix the issue, I would then look into replacing the pad.
some laptops have a switch that turns off the touch pad (usually a button right on the topside of the touchpad)
did you reboot completely? full shutdown, then power on?
goto the device manager (with a usb mouse of course) and find the touchpad... delete the device... then reboot again it should try and find the touchpad and ask for the driver, point it to the directory that you have the driver located.
Do a search for memtest86.iso. Burn this image to a cd and reboot your computer. When your computer reboots it should begin checking your memory for errors. If you still have problems it might be your hard drive.
Did it work before? What was changed since? If it did, does a mouse work? If so, goto system and uninstall the pad, reconnect the pad and reboot. Driver may have been corrupted.
