A model number would be handy...
Take it the thing fills OK (possibly a bit slowly?)

Unboosted machine look at water pressure/flow (clogged strainer; shared supply; scaled boiler outlet);
Boosted machine look at booster pump (motor dead; impeller broken; capacitor failed)

Hobart LXeC under counter bar machine, it feeds detergent and Rinse Aid at the start up together.

This is a low temperature machine. So detegent and sanitizer go in together and the rinse aid goes in at the rinse cycle. At the lines in the right containers. It is pulling sanitizer at the rinse cycle?

Page 11 of the manual leads me to belive it may be priming. Do you have non return valves in the lines of all the product? Your lines should be full of chemical all the time with no air spaces.

Your detergent supplier, Hobart, Ecolab, Diversey will often help with issues like this for no charge. Don't let them play with metering though. That is an old trick to get the salemen more sales. ;>)

How much soap do I need to add to a Hobart lx18h dishwasher. I know I need to add a little bit of soap to the machine however I cant seem to find out how much a little bit is

Hobart commercial machines are designed to run with commercial chemicals. There will either be an internal dispenser or an external unit supplied by the chemical supplier. Rinse aid is dispensed directly into the boiler. Detergent to the wash tank. The chemicals used are commercial strength so not required in the same quantity as domestics.

Do all Hobart dishwashers have a element in them for wash water and rinse water

All Hobart dishwashers will have a wash tank heating element, but the rinse water is not heated by the dishwasher, unless it has a built-in booster heater. Usually a separate booster heater is used to heat rinse water to 180-190 deg. F for hot water sanitation.

Hobart glasswasher: code E3, not working, not pulling rinse aid

The error you see is that the dishwashers chemical board (located on the back of the machine) isnt sensing the chemical.First thing to check is remove the lower front panel,2 philip screws.On the left you will see 2 pumps one on top of the other.

They may be marked (det and r/a),turn the dishwasher on these 2 pumps should run.If they dont your pump may be bad or the control board.Run a full cycle to make sure.

If they do run i would make sure the standpipe in the r/a bottle isnt kinked or the tubing.Let me know,i'm a hobart tech.

Rinse solution stays on the glasses

First chech the machine is warming the rinse water and not rinsing in cold water then have your chemical guy come and check that the soap/rinse ad dispenser is not dispensing too much rinse aid and naturally make sure the machine is in fact ricing with water I have had it where a glass washer takes more rinse aid then i should and does not actually rinse with clean watr it was simply spraying the rinse aid wich sounded as if it was rinsing soulution was new pc board it was not changeing programs properly if you have and older machine it proberly has a timer this too can be a cuase of the problm if it is not clicking over to allow a full rinse cycle.Hope this helps let us know.

Rinse aid leaks into the dishwasher when the door is closed

sounds like acrack in ht eseal of hte dispensor itself, replacing the dispensor is the remedy
