I have an older Jaccuzzi hot tub w a balboa h136 board and single button topside control. The hot tub will not heat. The LED lights up on low speed and goes off on high speed. I just replaced the heater a year ago and the pressure switch is functioning normal. Is the element bad? I have full voltage across the element but no heat.

You have voltage across the element but no heat....

Disconnect one element connection and do a resistance/continuity test. Or use a clamp to measure running current.

Not exactly sure of your question?
If you pressed 'Light' button on topside control, do any lights come on, some lights, or No lights? Does the light 'Icon' come on, on the topside?
if there is an indicator on the topside that comes on when you press the appropriate button, then the communication between the topside and circuit board have been completed, and that action should work, in your case, the light should come on. If no indicator, that means circuit board received no communication to power the light (s). So... you hear a click? So do you also an indicator that lights should be on, if so - no lights are working, wire to light fixture is either unplugged, or light or lights are burned out, or bad wire connection.
if no indicator on topside control panel = Bad/dead light 'Button', which means bad panel - since you can't repair a button on a topside control panel.

My Balboa 300F hot tub will not heat up. I am not able to get it out of economy mode. What can I do?

First, balboa does not manufacture hot tubs! They make control systems for hot tubs. If you are no longer able to switch between modes, then your topside control panel buttons are dead or falling. But... Even if you are still in economy mode, spa should still heat up. Once a demand for heat is recognized, you have a "Heat Call" and heater should come on. Is the "heat on" light, illuminated? If so, water should be heating, if not heater element may be bad? A multi meter would be good here: is there proper voltage at terminals on circuit board to heater? If so, bad element! If no voltage, then heater is not necessarily bad, probably just fine, I would then look at sensors? Good luck

Your problem is going to be in the circuit board in the spa control box under the skirt.
You have a bad relay.

Balboa hot tub.. how to turn up the HEAT / TEMP , no owners manual, and does anyone know where I can get one?

You do not have a Balboa Hot Tub. That is the company that made the control panel for it. Id venture to guess it's either a Hawkeye, Barefoot or Master spa if it came with no owners manual. To turn up the heat simply press the Red "up" arrow on the digital control pad. Check out the link below. It's a quick reference guide to what I'm guessing is your top side control.

No temperature display cant set temperature

Located behind the access panel there is a grey box that is the spa pack. Open that up with the 2 screws on the top of the pack. There is a small glass fuse on the circuit board. One of those fuses is most likely blown. If that is not the culprit you need a new topside control. More than likely it's the fuse.

have you cleaned your filter recently. Sound like there may be a low flow error in low speed
either that or the start capacitor on your pump is bad and the pump will not come on in low speed unless you first give it a boost in high speed
anytime you ask for heat with insufficient flow there will be an error message

Hot tub stuck in 'SL' mode

Need to know what buttons your topside control has... depending on the model, some have a mode button which you press and release and then immediately press the temp up or down, to select SL for sleep (no heat), ST for standard (heat as needed) or EC for Economy (only heat during filtration). If the mode button is not present, and you have a single temp button and light button, try pressing and releasing temp and then immediately pressing light button, repeat until choice appears, then wait, it will hold last displayed mode.

Marquis Hot Tub, Instrument Panels (Balboa Instruments main and side auxillary) do not display the LED read out. Replaced main control panel twice, replaced 250 W. 3/10 fuse.

The topside controls aren't fused so the fuses wont be the cause.

It can only be either the PCB, the topside controls, or a bad connection at fault. Check that they are plugged in correctly, make sure that the PCB is configured correctly for your topside controls.

It's rare for both the main and auxilary topside controls to fail. You can try plugging in another main topside control without fully installing it... at least you can then return it (ask whether or not return are accepted, I don't personally accept any returns if parts are specially ordered) if it doesn't cure the problem.

No power to the display panel

Watch the panel as somone turns the power off and on and see if anything shows up like dashes. The only way to check a panel/ keypad is with a good one
