Is it locked from your fingerprint?
If so you can try the following -

1. From any screen on your Nexus, touch the top of the display and drag your finger down twice to make the quick settings panel appear.
2. Touch the white cog in the top right corner of the panel to go to your Settings menu.
3. Scroll down the settings menu and tap on Security.
4. If you want to set up the screen lock on its own, tap Screen lock. To add fingerprint unlocking, tap Nexus Imprint.

Go to settings, my device, display, look for auto rotate screen and uncheck it.

Important:Plug your device into power outlet

Step 1: Power off Nexus 7
Step 2: Power on while holding Volume Down/Up
(enter BootLoader)
Step 3: Press Volume Up to toggle to "Recovery Mode"then press power to select
Step 4: Hold The Power Button and tap Volume Up when you see "No Command"
Step 5: Press & hold Power Button & Volume Up Button Again
Step 6: Toggle with vol down CLEAR CACHE & reboot

Press and hold Volume Down, and then press and hold Power simultaneously until the device turns on.
