Are you using Windows mail or Outlook? You need to set the sockets and outgoing server settings.
Try going to Outlook Express tools, Accounts, then click on "ISP Account".
Click
"Properties", then the servers tab and check that the detail in the
SMTP entry is correct for your ISP. It may be advisable to delete it
and re-enter it to be sure.

If you use Windows Live, use one of these settings. You can check it from here, and also download the setup again. If it gives more trouble, go to Add/Remove Programs and from there you can select Repair or Change->Repair.
Check the router settings to check whether it blocked (or check the settings if you have a firewall).
