My Canon powershot a480 digital camera keeps on scrolling when i view the picture

When you say that the camera keeps scrolling when you view a picture do mean it scrolls to the next picture ? If so, you probably have it set to Slideshow which will automatically scroll to the next picture. Go to the main menu and look for Slideshow, if it is on turn it off.

Look at your memory card. SD cards have a slide switch along one edge. The position farthest from the metal contacts locks the card, protecting it from writes. The position nearest the contacts unlocks the card.

I want to switch off the date stamp in my pictures taken with A480, please.

Press Menu, scroll down to "Date stamp" and across to select off, date or date and time, then press menu again. The date stamp only works in Postcard mode, so if you set a different picture resolution, that will also stop the pictures being date stamped.

check t he camera settings and it should have an option for date and time which you can disable. Other people like to have the date to keep track on when the pictures were taken. hope this helps
