I have seen these problems on such devices... It almost always is that the battery. Check the voltage going to the battery and the voltage in the battery itself.

First, make sure your charging cable is not broken. Also, try plugging your charger into a different outlet. If your charging cable and outlet are not the cause, you more than likely have a faulty battery. You can try the troubleshooting page for the Insignia model. It is also possible something is bent where you connect the cable. If you rule these things out and you have visiting troubleshooting. You might try a hard reset.
If your tablet will not power on as it did before, then I would suggest checking your power connections. The tablet's battery may be completely discharged. So be sure it is connected to the charger and let it charge for a minimum of a 1/2 hour before trying again. If it still does not power up, then try a different power outlet, or if you have one, a different power adapter.
the charging circuit does not charge or the batteries need replacement ....IT is probably the batter. Try new batteries, if they work the problem lies elsewhere
Also, try a different charger, and the tablets charger on something else...if the tablet's carger charges other batteries that can be discounted as the problem.

this is very common/same problem lots people having with their tablets,
but i recently found solution for it.... try the following. first
connect ur charger to the table as you normally would do for charging,
then connect the tablet to the computer through the USB wire (make sure
charger and usb wire both must connected to the tablet) and it should
start charging.... this seem awkward but will 100% work try it and see
it urself
Try plugging in your charger to a different outlet. If that doesn't do anything, there might be a problem with your charger or your USB port on the Tablet. May have to replace the charger.
