I work fixing TVs, and am a Samsung authorized servicer. Outside of doing the best thing, which would be to take it to a repair shop, it needs a Main board. The power supply is fine or it wouldn't make any picture, and cleaning something won't fix it.
what causes this issue?? it is able to be repaired though if I take it in to a shop?
The cause could be a board failure or a power surge. It is repairable, the question becomes which would be cheaper, repairing or replacing. Most repair shops charge a small bench fee and will give you a cost after putting it on a bench and verifying what failed.

yes call the tech and have the power board replaced. In future have the TV plugged into an anti surge board to protect it ( and you from expensive repair.) I suspect you will need a new power supply fitted

This is the best solution for your problem as a 40 year experience with wires etc. Go to the source of your cable signal connector . Open it and clean the terminals with emery paper , sand the end of the cable shiny clean from corrosion , get a new barrel connectors with gold terminals if possible lengthen the ends of the cable , insert and tighten good, use thick rg-16 or rg 40 cable with good insulation ends crimped professionally with a crimpier or buy ready made , not from dollar store. Get a gold plated professional splitter if you need one or two , it will cost about 15 or more each . Make the cable runs as short as possible, using the thick good cables. If needed get a signal magnifier. From radio shack or the source etc. Connect them good and tight . Ground the splitters . Problem solved , you will get crystal clear channel 2 to 7 including 3 and 4 . Isolate the TV cable from other cables and power wires. Vitally

sounds like a burn-in but are you saying that you can view another picture but no clear because the previous picture is still there. A burn-in is a tv being left on a fixed object like a picture and left there so long this is what you see when you change channels the image burned on the screen, is this what you have?

Sounds like a burn in, this is common when some still image is left on the tv screen for sometime, the only hope is to get to a white screen or static screen and let set for awhile, like the old days when you didn't have cable or any input and the tv just frowns.
The main power supply regulator board has the fault. Check if any electrolytic capcitor/s has bursted out. Replace them if any. If this do not help you. repalce the board as card basis.
Replacing it as card basis is fine, rather than making 'surgery' to it.
