It doesn't seem to keep the charge. does that mean I need a new charger or a new headset?

some chargers do that so it maybe still charging

found out whether it is charging or not...
if the same prblm appears then there is a prblm in ur cell phone or power jack(socket)...
if it charged with usb cable buy a new charger

This should pair up with any Micro USB port to charge. I have done this when I left my charger at home home and used the charger that my friend loaned me.

If you try with another Motorola mini US plug charger and headset still doesn´t charge, it means that the internal headset battery needs to be replaced, maybe is less expensive to buy another headset than to change the internal battery of the one that you have.

Hey there sanjeev! There should be an USB port on the back of the headset, it is the micro-usb port. Therefore, if you have a cable from your camera, mp3 player or any other gadget that uses a micro-usb port, take their cable, plug it into the headset and let it charge! :D
