There are two sides to a water control valve. The ice
maker side and the water dispenser side. So what I am saying is the problem
could be the ice maker side of the dual water control valve. Is there still old
ice in the ice maker? If not then pour tap water into ice maker. If after the
water freezes and then dumps the ice into the ice bin that will indicate a
defective water control valve, If ice maker does nothing but hold old shrinking
ice cubes this would mean you have a defective ice maker. Let me know your model

make sure that the solenoid valve that lets water into the ice maker is working. you can also double check that there is no blockage in the supply line and at the solenoid.
This is a problem with my GE side by side also. It only happens occassionally and there doesn't seem to be any fix. I've had GE repair service here more than once. It seems that the insulation in the door is insufficient to keep the water line from freezing up. Small wonder GE is part of this awful financial mess.
check to make sure there is water or ice in your ice maker tray. If none then problem is usually a water supply issue to the ice maker. Behind the frig are the water supply inlet valves. One is for the water dispenser in the door. THe other is for the ice maker. However when one goes bad they both are replaced as one unit. Also Check position of fingers in ice maker. If not in a vertical position
then try to reset the ice maker unit and worse comes to worse, replace
it with a new one.
