I have a singer 7463 confidence machine that will not correctly form a button hole. The left side does not form – the right side is fine but the left is not. Any suggestions

I found the instruction manual for the Confidence 7465 on Singer's web site available for download. This should be in there. The URL is: http://www.singerco.com/products/1497/7465-confidence#type-resources
Make sure the needle is pushed all the way up into the needle bar as high as it will go, probably should put a new needle just to be safe. If that doesnt correct it the machine is probably not in time correct.
Yes, you need to review the steps to sew a button hole, because just putting on the foot is not enough. Generally there are several other things that must be set before it will actually sew buttonholes. Download your user's manual free at the Singer Sewing machine website, and review it.
You cannot drop the Feed Dogs on a 7463 Singer. It should have come with a small black plastic shied that will slide over the Feed Dogs and clip into the two holes in the face plate to cover them completely. If you've lost that dark plastic plate, you can also tape an index card over them, or a piece of thin plastic (like template sheets) to get the job done.
Try straight stitching on the left side and then on the right side of the foot. If it doesn't give a stitch on the left it is a sure sign that it needs to be timed.

do you have it facing the right way, flat side facing the rear of the machine? Oil wick???????? Check the manual carefully. I think that I would take it back to where I bought it and ask them because I have never heard of any of your problems in 50+ years of sewing. You can also call Singer at 1-800-4singer.
