I have a tl-wr 740N and my mac connects fine to the wireless but the two mobile phones that we want to connect sometime work and sometimes don't. It seems like only one phone will ever be able to be connected at a time. There is a light flashing on the front panel that means the router has a system error but I have no idea what to do about it. Any help would be hugely appreciated.
My first take would be to make sure that the firmware is up to date. Often enough connectivity issues can be resolved this way.

(Make sure you find the correct version of your router. I am also assuming you did not install any other firmware)
If this does not work, I would turn off any wireless security off to see if the phones connect. They definitely should both be able to connect at the same time.
Last resort would be to reset the router to factory default (make sure to have username and password from your ISP in case you need it.)

PS: What type of phones are you using? Android or iPhone?
Your router may be set to limit the number of devices that can connect at one time. In the router's set-up, check to see what the setting is for that.

You can also configure it with below method.
Connect your router to computer with ethernet cable then you can access it with following default link. http://192.168.1.1 or http://192.168.0.1 or http://192.168.15.1 or http://192.168.2.1 If you are not able to access it with above ip then check your computers ip address gateway ip is your router ip try with it. Then it ask for user name and password. Type user as "admin" and password as "admin" or "password" or blank. Then you can see configuration page of router. If you are still not able to access router with above ip then you need to RESET it for that press RESET button for 10 seconds it is in back side of router then all settings defaults..Then you can access it with above method.
Then click on WAN settings set it as your internet service provider settings enable DHCP
Then click on wireless and enable it.

Can you kindly let me know the settings on your modem and router. Whether they are connected via using bridging mode or ppoe mode. In order to find this simply enter 192.168.1.1 in your browser and enter user id as admin and password as admin and hit enter. In advanced lan settings just click on first right hand side edit button and click next and see wether ppoe is selected or bridging is selected in order to ascertain the ip of wifi modem simply click on start button when connected to internet via wifi modem and select run type cmd and hit enter in the black window type tracert www.google.com wait for few seconds the first ip in the list will be your modems ip. use the same method as described above to find which way is it connected to server bridging or ppoe.

Its worked for me on more than a few occasions. Providing you can ping the router via a lan cable then the chances of recovering it are very high.

The only way to limit access to the network is wither via MAC address filtering or changing the DHCP scope.
Without looking at the router, it's impossible to say if any of the methods above was used. Another thought: iPhones have issues with WEP encryption (and you shouldn't use it anyways, since it is not secure at all. Make sure you are using WAP2/Personal with a strong password.
