I have moved the thermostat, thinking that was the issue, but not. Also, I have sealed out any drafts in the room.

for this and on pg 25 is a description of the economy mode and its use----I'm not trying to get smart here but are you following the instructions as per mfg---here's is some thoughts----from what I can see via diagram pg 12----it show a thermistor low on the side by the combustion motor----from the schematics & diagram I'm surmising that the thermistor is the sensor for temp control----from past experience----have sensor that close to the floor usually dictates that if the floor is abnormally cold (in that area) versus the room temp----the therm will not be satisfied because heat generated rises drawing cold with it----around the therm---this is a convection issue----cold wall cold floor etc----being this is a space heater which will heat the room air not necessary the floors or walls due to it's design----these are some of the issues you could be having----by the description of the issue this heater is in a particularly cold room----your floor--sill and/or wall may need/should be insulated better to stop the cold convection while this is operating----this is the best I came come up with at the moment-----good luck
According to the owners manual, the "Economy" mode is designed to reduce the temperature setting by 2 degrees every hour. May not be what you were expecting... On the too hot issue: Check the thermostat setting - it can read either Celsius or Farenheit - Make sure you are setting it to what you think you are... Recommendation: if it is heating higher than set temperature is 1) set the temp lower and see how it does or 2) call a repair man to check and calibrate the thermostat.
