Hello, i have philips phone ce0168 i can recieve calls but it wont let me make a call and on the screen said keys locked, can you help me for that please?

you have call you sim card operator and ask for the PUK code or you phone number.

A soft-reset will sometimes fix minor issues like your having. Take the battery out of the back of the phone and wait 30 seconds before replacing battery. If this does not solve your issue than
more than likely your CE0168 is experiencing hardware issues. This is a good opportunity if you have insurance or you are within your manufacturer's warranty to have this device diagnosed.

My best recommendation would be to check with your nearest carrier for a service/repair store to check out your best options.

The PUK code is the Pin Unblocking Key and is not related to the phone but to your SIM card.   If your SIM is under a plan your network provider will be able to give you the needed code.  if your sim is a pre-paid or pay as you go type the PUK code was included in the package that your SIM came with.
Dont enter random numbers as entering the wrong code repeatedly will permanently block the sim and you will have to get a new one.

without the screen you wont know if the phone is locked or not make sure the phone is switched on then try ringing it from a nother phone if it rings you will need to replace the screen these can be easily brought from most smaller phone shops and they will fit it for you if it dont ring the the board is probably warped if this is the case im sorry to say that you will need to replace the whole handset try ringing your no first then try answering the phone if you can do this then replace the screen if not it is not woth bothering with as it would cost to much to replace the board hope this is some help to you..................

press down on the # key for a couple of seconds as this also unlocks the phone.(the key symbol isn't very clear but it is there.
