It starts runs less than one second turns off then resets every time you push the start button it does these over and over

Hello There, Unfortunately the sound are hearing is caused by a stuck button on your console assembly. When this happens you will be unable to select any buttons due to this condition.
The only fix is to replace the console assembly.
If you go to iconservice.com you can get parts and pricing information.
Get your model number before going there. Should be (PFTL788072) and is located under the walk belt on the lower frame assembly.

It could be just the sensor that has moved.

If the console takes batteries, replace them. If this does not work or your console does not require batteries, check the reed switch or optic sensor. Reed Switch: Unplug the treadmill and remove the motor hood cover. The reed switch is mounted on the frame next to the front roller pulley. There is a magnet glued into the front roller pulley. When adjusting the reed switch, make sure it is pointing directly at the magnet. Move the tip of the reed switch within 1/8" of the magnet. Also, check to see that the wire is not damaged, and is connected to the console.
Optical Sensor: Unplug the treadmill and remove the motor hood cover. The optic disk and sensor are located either at the end of the motor or the right hand side of the front roller. The optic disk spins between two sensors on the optic switch. The disk must spin freely without touching either sensor. The sensors can be moved by loosening the adjustment bolt holding the switch to its bracket. The switch can then be slid. Center the disk.
See the diagram for 1/8" or 3mms aprox. and clean up very well.
Attached is a Block Diagram for purpose to teaching people like you,that I did to show how the Main Controller has aprox 90% of functions of the treadmills.
You must clean the keypads with contact cleaner (spray radio schack or computer store) and then tighten the flexible cable to Display Board and then Connector from Display Board vs. Lower Boar( Main Controller Board) very well.

HI,
Your treadmill have problem with the motor control board. The motor control IGBT is faulty thats why its stars at high speed and shuts off immediately by sensing over current drain. The solution is replacing the motor control board or replacing the IGBT on the motor control board. To replace the IGBT you should have a through knowledge in electronics. 1 )Locate
the reset switch on the underside of the treadmill console. Usually
the button is large enough to trigger with a pencil eraser or Q-tip.
Plug the treadmill plug back into the wall. Use the Q-tip to press
the reset button. It may be necessary to hold the reset button down
for a few seconds. "CL11" will appear in the display of the
treadmill.

Press the reset button one more time with the Q-tip. "CL21" should appear on the screen. Press the enter key. The display will change again and show "CL22." Keep pressing the enter key until the numbers cycle through to the number "CL26." Press enter one more time. The letter E should appear on the display screen.
