I paid for a battery by PayPal but never received the goods can I get my money back?
Tried to contact the company without success, I paid batteriesmall.com $26.96 by PayPal on the 2/12/2014. Transaction I.D. 27721316XD710632 can I get my money back.?

If you have no contact details at all and paid by credit/debit/paypal then contact the facilitator company (whoever the transaction was financed through,) and let them know what has happened. Gruppon will be bound by distance selling legislation.

PayPal WILL help you with this.. just make sure the "details" that you are unhappy with were NOT in the agreement that YOU agreed to... give Paypal a chance to help you!! I have used them since they started...
Report the situation to Paypal.. demand your money back..BUT - You will need to prove to Paypal that you have tried to settle this dispute through the company.. They will help you,

If you paid for your auction using paypal, then you can track the item in that account. Log into paypal, select recent transactions, find the phone and you can check the order on it. You can see when it ws paid for, when the seller said that they shipped the item, a tracking number for the delivery information and the method that it was sent. If it has been a long time since you paid for it and you still have not received it, then click on "open dispute" and report the seller to paypal. When you open a dispute, paypal contacts the seller and they either provide proof of delivery or they refund the money.
If you used a credit card to pay for the phone through the pay my auctions method on Ebay you will need to find the auction that you won in order to check delivery on it. The item should be in your closed, or completed items in my Ebay.
If you paid for the item on a credit card and you didnt go through paypal, and you cannot find the auction that you won in my ebay, then either wait until you get your credit card statement and turn it over on the back to fill out the dispute an item instructions. ALWAYS put disputes in writing when dealing with a credit card company or bank. If you dont want to wait to receive your statement to dispute the charge then call your credit card company and tell them that you want to dispute an item and have them take a claim for you. Tell them the reason is non receipt.
Ah yeah, if it's ebay related, Paypal now holds the sellers money from the buyer til the buyer either gives good feedback or something like almost 30 days passes with out problem. If the good feedback comes fast, you get your money. OR prove you shipped the item; usually with a tracking number that you'll put into ebay or paypal to prove it. They had that policy for a while now. I hate it personally.
Paypal is a separate company from whomever you purchased your product from. It's like a credit card company in that you give them money and they forward it (after taking a percentage) to the product vendor. You will have to contact the vendor that you purchased your product from. If you purchased it throught EBay, Paypal often provides security by guaranteeing that Paypal will refund your money if you don't receive the product. I would start by contacting whomever who purchased this product from (not Paypal). Good luck!
