Depending what type of pump you have you can use your finger with the system off and see if you can loosen the clog, if not then you have to take the motor off of the pump to access the impeller, if that is the case you may want to call a professional.
A "quickie" check for this is to fill the pump pot with water. Do not put the lid on. While you turn on the pump, be looking down into the pump pot. The water should be sucked into the pump almost instantly. Any slower and there likely is debris clogging the impeller. In almost all cases the pump will need to be opened to clear out the debris.
