When you say try to convert, you mean reformat from fat32 to NTFS? Depending on the size you may not be able to write it as a NTFS. Also, if you have anything on it you want to save, you need a raw recovery tool Squidoo has a good one.
However, if it won't let you format to anything and keeps reverting to raw, most likley your drive is damaged beyond normal repair.

Hey, friend! Have you extracted all important data out from this RAW USB flash drive before you try to convert it as you wish? Honestly, in your case, you'd better firstly rescue everything original back with the help of RAW file system drive recovery software and then, convert this USB hard disk from RAW to NTFS.
Have not tried to format hard disk from RAW to NTFS without losing data? OK! Here is the article that can help you a lot:
Change RAW to NTFS without losing data
Make drive data backups from now on to avoid drive data loss troubles.

How can I view content on my flash drive, on tv . I can't access the file when I plug in the usb stick

It is very likely that your TV doesn't support files what you have on the stick. Can you access files on computer? If answer is yes then your stick is working. If that is the case check your TV manual for file types supported by TV and also for file system format for memory stick (FAT 16, FAT32 NTFS....?). You may have to change format of your USB stick or recover your files to format recognized by tv. For example tv may read pictures in *.jpg format but not in *.png.

Often we face problem while shifting data to USB drive or flash drive when the size of the data is big. It is because of the format of the USB or flash drive which is FAT 32. So here goes the way out to convert FAT 32 into NTFS-

How to convert a FAT volume or a FAT32 volume to NTFS

Transcend jet flash v33

Hi Virus or Trojans can run some process that keeps running in background. This not only harms the computer, but also prevents the pen drive from formatting as it shows that the drive is in use. Remove and re-insert the pen drive, don't double click on drive and cancel autorun operations if it starts automatically. Run a virus scan on pen drive, this will help fix the issue. Now format the pen drive.

How do i remove parameters from a kanguru 4 g usb flash drive?

Which format fat32 or ntfs make sure its fat32 Indeed, FAT32 only supports files up to 4 GB. I ran into the same problem when copying an ~4.5 GB file to an 8 GB flash drive. There is a quicker solution that doesn't require you to reformat or lose data on the drive, using the command-line "convert" command. Suppose the flash drive is mounted to g:\. Open up a command window (start menu -> run -> cmd), and type: convert G: /FS:NTFS. Personally, I don't need the "security descriptors" on the flash drive file system, so I use the variant: convert G: /FS:NTFS /NoSecurity. The conversion should be very quick, and of course it has the benefit of not needing to move any files off the flash drive (since you don't need to reformat it). Hope this helps.

Hard Drive RAW System

Run diagnostics on the drive it may be failing. If it's ok you can try to reformat it from Windows Disk Management.

Or if you need to recover data for remote data recovery and do-it-yourself data recovery see http://FreeDataRecovery.us
