No -it is not normal. check that it is oil as I suspect that it is diesel fuel and the reason that you can't start it is because the fuel is leaking out and letting air into the system. If so you will have to bleed the system before the engine will start.

section 10.1 trouble shooting governor lever of the engine is not in the start position--- switch to start position. go on line to google ---type in kipor diesel workshop manual and go to page pdf owners manual and down load it . There are heaps of other manuals and information that you should check out . It is not just a turn the switch and start operation as will be seen by the manual

It starts in the end but when its motor starts it shows 55 volt then 120 then 230 then suddenly stops and it takes long time to start I have tried for three times and the same thing happen ...

from what you say now the engine is not coming up to operating speed at start. Diesel engines at start are in full throttle position and then the governor takes over and brings it back to idle speed ( in the case of a generator operating speed). In your case the governor is not working correctly and needs looking at by a Kipor mechanic

My first suspicion is the battery connections may be lose and also the battery may now be run down. If you take the terminal connections off and clean them and the terminal posts so that they are shiny clean and charge the battery you can try again. If the car starts, that was the problem. If it doesn't, then look for the starter solenoid and lose connections there and also look toward the starter next. A tech with a volt meter can run independent checks and narrow it down further but having good connections and a charged battery are necessary to get started with the other tests.
