If you have the axles that have the pressed on collier your inter face between the collier and axel is to small. Check the axel diameter to see if it is within spec.
If you have the axles with the circlip that hold the collier on the circlip is not seating correctly, check that the shoulders on the recess are square and the circlip has seat correctly.

If problem persists, use some other handset and try sending message.If message sending fails in other handsets too then priblem is related to SIM or network.Complain to the customer care.Wait for their response.If the network is OK,then the last option is to apply for replacement with a  new SIM .!!!

I've had the same problem. The answer is annoyingly straightforward and I found it on the Canon website but udner the wrong FAQ. On the left front of the printer there are 2 buttons, one above the other. The top one is the 'on' button. The 'resume' button is the button underneath this. Hold this down for 15/20 seconds, leave it and then the cartridge will start working and you can start printing.
