Download the files you need on a computer that works, copy them to a usb storage drive or burn to a cd, and put them on the laptop. I cannot upload anything for you.

Look on the keyboard and see if it has a key with a symbol for a wireless device. If it does, click it with the FN (function) to enable or disable it.
You can also see if there is a switch on the front or sides of the laptop for a wireless device.
Finally, go to start>control panel>system. Access the device manager. Click the plus next to network devices and see if any wireless devices are listed.

You can download the drivers from Dell WEB site, the support download page. Make sure you select your model laptop, better still type in the Service Tag number, it is printed on the label on the bottom of the laptop. Also make sure you select the Windows Vista version of the driver for your Windows operating system.

Uninstall any wireless drivers for have incorrectly install in device manager. Reinstall the Chipset driver over whatever is installed and then reboot. Extract the 174291 driver into a folder and manually install the wireless and it should work
