Quantaray makes their lenses with a variety of mounts. A lens with a Canon mount, for example, will not fit on the D3000. Assuming the lens has a Nikon mount, then yes, it will work with the D3000.
There are a lot of good books. What's best for you would depend on many factors, including how much experience you have or don't have with photography in general and with other Nikons or SLRs.

ALL Nikon AFS branded lenses are compatible with the D3000. The AF lenses are usable in manual mode.
Sigma, Tokina and Tamron lenses without the built-in motor are manual mode as well.

You can get the shooting information on it. If you're looking to use the D3000 as a point&shoot by viewing the image on the screen, then no, you have to use the viewfinder.
