How do I factory reset my celcus tablet without logging on to the actual tablet as I can't remember my passcode!?

While it's turned off you hold the volume up and power buttons. Then when the android appears release the buttons. Hold the power button and press volume up. Navigate with the volume keys and select factory data reset. Hopefully this isn't the method you'd already tried.

i dont know of any way to do this without a factory reset. first shut down you tablet. then start it up in recovery(hold power + volume down). and last use volume buttons to scroll down to factory reset

Moved house. Did not turn on the ipad for two weeks. Battery was flat. Tried to turn it on and it asks for a passcode. Have typed in my passcode, but it does not recognise the code.

That's very odd.. You are sure you didn't put the code in wrong or remembered it incorrectly?

If you forgot the code to your iPad you may have to reset it to factory defaults by plugging it into your PC unless you have a backup you can restore.

I forgot my passcode

Not without the passcode. If there was something like that, all security systems would be worthless.
most of the time the only way to use the tablet again, is to reset it to factory settings and to install everything from scratch. You will loose all data on the tablet.
If your tablet is an Apple on iOS7, you even can't reset it.
Only Apple could do so, but you really have to prove you are the owner.

Forgot a tablet passcode

You'll need to do a factory reset:
1. With the device off, press and hold Volume Up and Power.
2. Release the Power button when you see the logo, but continue to hold Volume Up until the recovery screen appears.
3. Use the Volume buttons to navigate the menu and select wipe data / factory reset. Press Home to choose the selection.
4. Press Volume Up continue.

This will reset you device to factory settings, however anything on your SD card will still remain.
At this point you will need to start fresh as if you just bought the device -- register with your email address, etc.
