Here are the general steps for replacing the clutch pedal spring on a 2017 Troybilt Pony lawn tractor:
Park the tractor on a level surface, engage the parking brake and stop the engine.
Locate the clutch pedal spring. The spring is typically located on the left side of the tractor, connecting the clutch pedal to the clutch linkage.
Use pliers to remove the spring from the pedal and linkage.
Compare the new spring to the old one to ensure that they are the same size and shape.
Install the new spring by connecting one end to the clutch pedal and the other end to the linkage.
Test the clutch pedal to make sure it moves smoothly and returns to the proper position when released.
If the clutch pedal still not working properly or is hard to press, you may want to check the clutch linkage and make sure it's not binding or damaged.
It's important to follow the manufacturer's recommended intervals for replacing the clutch pedal spring, and to use the correct replacement part recommended by the manufacturer.
Keep in mind that these are general instructions, and the specific steps for replacing the clutch pedal spring may vary depending on the make and model of your tractor. It's always recommended to consult the owner's manual or contact the manufacturer for specific instructions or guidance.
MULTI-MODE MANUAL TRANSAXLE SYSTEM ADJUSTMENT
1. USING INTELLIGENT TESTER: CLAMP POSITIONADJUSTMENT (CLUTCH POSITIONADJUSTMENT)
Tech Tips
The multi-mode manual transmission system has a load controlled clutch cover (adjustment system). The pressure plate moves depending on the wear
condition of the clutch disc lining.
When removing or installing any parts related to the multi-mode manual transmission system, move the clutch actuator to the clutch clamp position. This is
for normal operation of the load controlled clutch cover (adjustment system).
If the clutch position adjustment operation input fails, perform the operation again from step (a) more than 15 seconds after turning the ignition switch off.
Note
Do not depress the brake pedal while performing the clamp position adjustment using an intelligent tester.
a. Prepare the vehicle:
Stop the vehicle.
Shift the lever into the N position.
Turn the ignition switch off.

Usually there is a small round shaped brake over the rear axle under the fender in back. This has a bolt connected to your clutch/brake pedal with a nut on it for adjustment. Chances are just tightening it up a little will give you brakes back.
The bracket that holds the pedals becomes loose sometimes, letting the brake move slightly when you press the clutch. Check for that movement, there is an adjustment for the brake switch, the switch is on the brake pedal under tha dash. It can be pushed in or out which ever is necessary to get the brake lights off.

If the shifting is easy when the engine is off you have an adjustment to make on the clutching mechanism. if you loosen the belt (the adjustment is under the mower) it should improve the shifting but do not loosen it too much to where the belt begins to slip when in drive.
Adjust clutch cable. ie/ shorten it where it attached to the peddle under the bonnet. Not too tight though, just a bit at a time untill at 50% the car will want move.
Seems that your clutch needs adjustment, no biggie here. Get your needle nose pliers and a spare ¼ inch bolt or pin. A small Philips screwdriver will also work. The needle nose pliers are for removing the cotter pin and the screwdriver (or bolt) will hold the brake lever in place while you make the adjustment. Then, check under the right side of the deck (side where the grass discharges) right under the plastic mat where your foot rests and next to the tractor's frame you will see the brake lever with the long spring attached. Have a helper move the brake/clutch pedal so you have a better idea of what's going on down there. Then:
1. Remove the cotter pin, washer, and brake spring from the adjustable nut
2. Disconnect the adjustable nut from the brake lever assembly
and the parking brake latch.
3. Align the hole in the brake lever with the hole in the frame. Hold
the brake lever in place with your 1/4 inch pin, bolt or the screwdriver.
4. Pull the clutch rod forward until tight. Turn the adjustable nut
until the nut will fit through the hole in the brake lever.
5. Assemble the adjustable nut to the parking brake latch, brake lever and brake spring. Fasten with the washer and cotter pin.
6. Remove the 1/4 inch (6 mm) pin, bolt or scredriver.
That should return everything to normal. Assuming that there are no broken or bent parts in your clutch mechanism.
