Go to options on your phones menu , find apps and choose play store app , force stop it and delete cache , then try again.
Shutdown your device( tablet/smartphone and/or etc. ) then restart it and try opening Google Play Store. If the Playstore continues to refuse to open it might be necessary to reset the device. Examine the device along its top and sides and a tiny "reset" hole should be present. Use the end of a paper clip > insert in the hole and press. The device should automatically shutdown and restart. Then try opening Google Play Store. If this does not work; it may be that Google Play Store is not supported. You can easily install a similar app store such as 1 Mobile Market or Apptoid which have most of the same apps as Google.
If your devices date and time is wrong I have seen this cause issues connecting to the Google Play store.

If the Disable option is showing but the Enable is not then either the Play Services is enabled or your thinks it is. This information is held in the phones cache memory. Clear the cache and then start again.If you need to know how to clear the cache then post another question please.
