Check your local hardware store. Since you don't say what make and model the heater is or if it is portable or what. That's the best answer I can offer.

25cc Gas Line Trimmer- both gas lines have disolved and the fuel filter is just rolling around inside the tank. I have replacement fuel line. Do I need to replace the fuel filter?

It is never a bad idea to do so. If the unit has some years on it, I would say yes. Inspect it, and if it is still nice and white, keep it. If it isn't, I would replace it.

The thermostat probe on most residential water heaters is part of the gas valve. The thermostat is a non replaceable part of the gas vale and if your t-stat is bad you will need to replace the gas valve also.
This is generally not a very hard job just start off by shutting gas supply valve to off position.Disconnect main gas line to burner,line to pilot light, and thermocouple from gas valve. Remove pipe fitting from gas valve and use large pipe wrench to loosen gas valve.
Before you loosen gas valve you will need to shut water supply off and drain water from tank.MOST WATER HEATER GAS VALVES ARE PRETTY STANDARD ITEMS AVAILABLE AT MOST HARDWARE STORES. Just make sure you purchase valve for the type of fuel you have,such as l.p. or natural gas.Remove gas valve by turning counterclockwise. Use teflon tape or pipe joint compound on all threaded connections for reassembly. Hook up gas line,burner supply line,pilot and thermocouple lines. Refill tank and check and check for leaks. Light pilot and turn gas control to on. Set to desired heat setting . Also check all gas fitting for leaks. Good luck. Thanks

I have a 25cc gas trimmer. It leaks a little gas from the clear, flexible gas supply line(s). Is it possible (practical ?) to repair a leak in the gas line(s) ? Can the lines be replaced...

They get replaced all the time. The "new" gas with ethanol tends to deteriorate them more quickly nowadays. Small engine repair shop has the fuel lines you need. Repairing them is not done.
If you have the Craftsman trimmer, just ask for about a foot or two of each of the 2 different size lines. They are called "Tygon" fuel lines. Runs about a dollar/foot for the stuff.

Gas tank drop to replace rear lines. Pretty major job all around. If you want a good deal on used lines sets look at ebay "stores" for "s10warehouse". He has several good used line sets cheap.

How to replace a fuel line

No biggy, you need to buy the same size fuel line tubing, preferably from the dealer, and replace it by undoing the tubing fasteners, little clips you undo with a pair of pliers. Before doing this, make sure you cut off the fuel line valve which should be right under the gas tank, if none, empty the gas tank in a seperate container. Good luck.
