As for your fans, the fans in the back of the unit, (bottom back of the unit, not inside) is called a condenser fan motor this only cools the compressor for the fridge. This fan only runs when the compressor is running. The other fan is in the freezer section and is a variable speed fans motor, this can do two different things with only one job. The fan itself can ramp up and down in speed to control air flow and temperature demand in the two sections. This can run a lot but should slow down when temperature is met or while in a defrost mode. So to sum up this answer, it is common to hear fans run in the newer unit over the older units. Believe it or not do save energy with just moving air over running the compressor all the time.
That could be an overload unit is fault due to fatigue or the relay that need to change from start winding to run winding is fault.if not the compressor is short cycling due to less refegrant gas in the systerm.Find a leak and regas after sealing it
If the unit is not cooling in either section of the appliance, you are experiencing some form of sealed system issue. A good test method is buy a rco-410 hard start relay. Once you have it, cut an old plug off something and leaving the plug intact, splice the two wires at the cut end with the two wires on thet really that don't have metal ends. Once that is done securly, unplug the fridgem take the really off the compressor and hook up the home made compressor tester. Once plugged in if the compressor is good it will come on, it it doesn't it's bad. This works becuase you remove any variables that are present with the machine hooked up normal.

Your condenser fan (fan motor by compressor) is a variable speed and controlled by a computer board and compressor speed. If the fan motor slows down and the compressor is running in high, the unit can over heat and cause temperature issues in refrigerator sections. GE has a program which can see actual fan RPMs of motor. As I research this incomplete model number (7 possible different models) I see they all use the same fan motor Part# WR60X10209, this is a DC motor. Make sure you fan has not melted also. The heat from the compressor can melt the should or blade when this motor fails. I hope this information helps you..
Things to check> Is there frost on the back wall of the freezer section( defrost problem)> Is the compressor running? Is the condenser fan in the rear bottom by compressor running? Is the evaporator fan (in the freezer) running?
That sounds like the start relay is buzzing. Unplug and lets check the compressor to see how hot and if too hot to hold your hand on the top of compressor we need to leave it unplugged until we find out if the start relay, start capacitor, overload or if the condenser fan stops after running a short while.
