Easy for general purposes is to buy a Chromecast device (you only need the older cheaper version) and then you can mirror anything in the Chrome browser.
You’ll need either an Apple TV, Roku, Firestick, PlayStation, Xbox, or other smart device with the Netflix app, or you need to connect your tv to an hdmi port on a computer and use a the tv as a display for your computer and view netflix through a browser like Firefox or Chrome.

Assuming that the WiFi is working around the house with other devices like iPhone / iPad and other computers?
The Westinghouse TV is just another device connecting to your Home Network via a WiFi Signal. Unless it uses a dedicated Ethernet Cable at the back of the set > to Modem Router Box.
So... the problem would require setting up the Westinghouse smart TV with the necessary settings.
Netflix is just a web site and will become available when the TV connects to your Network & External Internet GateWay.
First, you need to know your WiFi Name & Password.
I find it easier to use the iPhone as a test device to check the WiFi signal and set up details first. To Test Password etc.
There is a helpful tool on the App Store called iNet - Network Scanner - See Below
So... you must find the settings for Network on your smart tv.
Setting the tv for DHCP is allowing it to Automatically search for an internet connection. Thats what most people do.
Just choose your WiFi name (SSID) & Password.
But... you can choose your own IP addresses if you like to keep all your devices on a known address.
Eg. Your Router or Modem Box Gateway address 192.168.1.1
Each of the other devices have a unique address.
Computer 1 192.168.1.10
Computer 2 192.168.1.20
Camera 1 192.168.1.100
SmartPhone 192.168.1.130
You can use the end numbers between 1 & 255
Your Gateway might also use another IP Group e.g. 10.0.0.0
Your really only interested in making the last numbers different from each other.
You need a smart TV that has the Netflix app such as a Samsung or Sony, or a media player that has Netflix, such as an Oppo or similar. There are many media players that connect to Netflix so just buy the one that suits you and connect it to your TV. You will of course also need an internet connection and a decent download allowance.
Alternatively buy a chromecast and connect your phone, ipad, tablet or pc to it and stream Netflix.
