Remove the spray arms and check the discharge jets. They are most likely clogged with food particles. Clear the jets and flush out the arms and re-install.

I have an older dishwasher also and recently mywife also complained about it not cleaning right... so me being the man I amtried in vain to clean the things... Bought new spray arms online and installedthem in minutes...now the thing works like new... However I have also foundthat if the heating element goes bad then that also can mess things up bad...So I would buy new spray arms, and also check out the heating element to makesure it is working... I was having the same problem and downloaded a copy of the manual and found out it is normal for a couple of inches to remain in the tub! I can't remember where I downloaded the manual, but you can "Google" it like I did. Hope this helps :o)
These motors were famous for the seal sticking to shaft. If this is an older unit turn the fan on motor by hand until it breaks free. Do this with power off.
