Sounds to me that all the right checks have been made... Heres a tech Tip ,9/10 battery chargers cannot bring up a pair of dead battery's.In our case Larry thats whats happening here.There isnt enough power in the batterys to turn your charger on.
Here are some steps in testing your charger ..
1) Take the two batterys out of the scooter
2) Find your self a battery charger that you can set at a trickle charge ,this setting charges at a very low voltage
3) Trickle charge each battery to a least 50%
4) Install the batterys back into the scooter
5) Plug in your charger
Now in doing this your charger should kick on for a while ,dont worry if it shuts off .The batterys being bad is the reason for it shutting off ,we are just testing to see if your charger is working.
batterys may be too dead to charge from the on board charger,
Try trickle charging the two batterysindividually.If the both pick up .Put them both back on and try again...
If all you get is red after trying this, that charger may have a bad fuse there are chargers that have a black a cap that screws off it has a fuse check it that could be your problem.
(This is all considering that you have a charger with a fuse) ,always be careful checking electrical components ,good luck
I work with cordless tools for a liveing. Its the batterys that are the expensive part ryobi will sell the tools dirt cheap. Iwould contect RYOBI the batterys may have some kind of warranty they don't realy say and they can not be servised. Hears a # 1800 525 2579 this is probably why they gave you so many batterys first place i've never heard of 7 batterys in one combo pack

The makita lithium batterys dont like getting worked hard quickly.
There is a chip in them that recognice each battery to each specific charger. Try another charger. This has not worked for me. Try anyway
batterys don't normally last long as constant charge with short breaks are bad for them. i'd bet the battery. does that happen with both phones?
\put a multimeter to the pins on the charger. my tongue tests 9 volt batterys
This maybe a solution. I had the same issue just now. Pulled battery, put back in, placed on dock, and still blinking red. So I removed the camera from the dock, pulled battery, put same old battery back in, placed on the dock and turned the mode switch on right away before it started blinkin red. It seems to be charging now with one bar and has not gone blinking red for 15 minutes.
I was outside with the camera in 10 degree weather taking pics of my dogs but had been inside for 20 minutes before placing it on the doc. I think something may have happened with the charging circuit and turning it on right away with it on the doc may have reset the charging. Try it. Hope it works for you.
