If someone was going on the TBI #'s (15-20psi) instead of the MPFI #'s (35-40 regular running and upwards of 60 under full pressure) that may be where the error lies. Wonder what the readings obtained were?

Just because the fuel PSI "seems" good you have to be sure you are getting the right air intake & proper spark & the right times Along with cooling system readings etc. Start with PROPER AIR INTAKE, PROPER FUEL INTAKE AND PROPER SPARK. Sounds like air & gas mixture from here. Good luck Frank M
One of several issues will present this problem.
Bad fuel pump = check for fuel pressure and power to pump replace as nessassary
Plugged fuel filter = change fuel filter
Alarm system activated = disable or deactivate alarm
