If you mean the AT&T 993 two-line speakerphone, you can adjust the ringer volume for each line when the phone is not in use. To increase the ringer volume on the primary line (if set), press the Volume Up arrow. To decrease the ringer volume, press the down arrow. There are 8 different volume levels available for the ringer. The Volume Up/Down buttons are below the * and 0 keys.
To adjust the ringer volume on the secondary line, press that line button (between the Conference and Hold buttons) and then press the Volume Up or Down buttons as needed. (If you haven't programmed a primary line, press a Line button and adjust that line's ring volume before pressing the other Line button. Then adjust the volume for that Line.)
Press the VOLUME up or down button while the phone is idle to adjust the volume. There are seven volume levels and volume off. Each button press will increment the volume level up or down by one level. The screen will show the volume level while you are adjusting it.
To Adjust Ringer Volume: 1) Press CONF, then using the dialpad press either 1, 2, 3 or 4 to indicate which line you want to adjust. 2) Press one of the VOLUME buttons to increase or decrease the ringer volume.
To Turn the Ringer Off 1) Press CONF 2) Use the dialpad, press 1, 2, 3, or 4 to indicate which line you want to adjust 3) Press the down VOLUME until you no longer hear a tone.
You can adjust the volume and pitch of the ringing by pushing Menu, scroll forward to Desk Station Settings, push Select, scroll to Ringer Volume and you can adjust the ringer volume, and in that same area adjust the pitch. So you might want to make line 2 ring lower, and with a different pitch so it is not distracting, but still notifies you of an incoming call that is not line 1. The same goes for the handset.
and to solve your problem
When not on an a call press a LINE button, then press VOLUME + to increase,VOLUME - to decrease volume of the ringer for that line.

Selecting a Ringer Tone
You may select the ringer tone for each line independently. You may choose to turn
the ringer off or select one of the four available ringer tones for each line.
1. Press STORE. The red indicator blinks indicating unit is in Store Mode.
2. Use the number pad to select a ringer tone 0 through 4 (selecting 0 turns the ringer
off).
3. Press STORE and then press the desired line button.
NOTE: The line indicators continue to flash for incoming calls even
with the ringer disabled. You may not select the same ringer tone
for both lines.

LINE 2 button when the phone is on the hook. The ringer setting of the selected line
