Unlike other lighters, Cartiers have user removable gas tanks. Remove the bottom plate and take out the tank. At the top there should be a knurled nut. Try turning the nut and reassemble the lighter. If not satisfactory try turning the nut the other way. (Also manipulate the flame height screw.) These tanks are not designed to last forever (in fact a new lighter will come with one spare tank). Cartier doesn't sell the tanks (I've tried) instead will probably insist on completely servicing the lighter, which can be costly. Spare tanks are sometimes to be found on eBay, but if the problem lies elsewhere, then that won't solve it.
Edited to add: The filling/flame adjust has changed over the years. Some have two ports, one to fill the gas and another that is a combination flame adjust and if you unscrew it completely, you can change the flint. Others have three: gas fill port, flint screw, and a separate flame adjust. This setup can be a bit of a pain (actually, both setups are poorly designed, IMO). To adjust the flame you are supposed to turn the screw slightly counterclockwise to "unlock" it, it pops out a little. Then adjust the flame, then depress the screw and turn it slightly clockwise to lock it back. This is a giant pain as turning the screw to lock it may affect the flame height. A strange design guaranteed to frustrate the user.
There are spare tanks for these lighters. The later model had a flame adjustment on the bottom but same size tank. Cartier will replace the tank with the flame adjuster type and fit a new base plate. Of course ruins the authenticity of the lighter as the serial number ect is gone but you have a working lighter. Im just awaiting the cost of this fix!
